August 4, 2005 Meeting Minutes

James Moller called the meeting to order at 6:35PM .

Review Last Months Minutes:

  • No comments were made during the review of July meetings minutes.

Project Coordinator Report:

The Bear Creek Watershed Assessment administrative draft has been released to the WSRCD and Bear Creek TAC. ENPLAN and the WSRCD are looking into adding a picture viewer onto the aerial photo CD so that landowners with a computer can access the data.

  • The aerial photo quality will be high at 3 feet per pixel of resolution.
  • The WSRCD has been working with ENPLAN to strengthen statements and conclusions made in the assessment. One option being explored is the possibility of moving the culture section forward in the document. Moving it forward would give the reader a better understanding of the people and ecological activities in the watershed before reading the more technical sections.

Watershed Coordinator Report: Meetings and Activities

  • The Sediment Transport modeling project on Cow and Bear Creeks that the DWR is implementing has been completed at the Bear Creek location in Parkville and the site in the Cow Creek Watershed along the main stem.
  • The CALFED Watershed subcommittee meetings will be on hold so that the CALFED organization can assess the value of these subcommittee meetings.
  • UC Cooperative Extension has installed a board check system on an existing tailwater retention pond in Cow Creek to evaluate the proper time to release retained water. This will show the proper time to return water into the creek without increasing temperatures.
  • Cal/EPA grants workshop
  • Cattlemen’s Association meeting – the cattlemen and other organizations are producing a letter of support to assist in reinstating the CDF fire lookouts.
  • Tehama County FireSafe Council
  • Shasta County FireSafe Council
  • Pacific Forest and Watershed Lands Stewardship Council - The Stewardship Council is tasked with ensuring the permanent protection of over 140,000 acres of land for the benefit of the citizens of California. To accomplish this objective we are in the process of developing a Land Conservation Plan. Over the next two years our work on this plan will include developing a thorough understanding of the unique characteristics of each property, existing and potential uses, and the range of interests within each community affected by the land conservation effort.

    The Stewardship Council recognizes the tremendous opportunity and enormous responsibility of this undertaking. A land planning process began in late 2004 to guide the work; our goal is to complete the planning effort by the spring of 2007. The Stewardship Council Land Conservation Program Manager will lead this work with the support of expert consulting services and with ongoing input from the Stewardship Council public outreach program.

  • The WSRCD produced their August Watersheds and You newsletter. The Newsletter can be viewed on the WSRCD web site. (www.westernshastarcd.org) or by contacting the watershed coordinator.

Potential Projects and Funding

  • Shasta Forrest Village maintenance and cleaning grant – The WSRCD should receive funding in October to conduct maintenance along the existing fuel break around Shasta Forest village.

  • The BCWG web page assistance has not proceeded due to schedule conflicts between the multiple parties. The Sacramento River Watershed Program (SRWP) plans to complete the Bear Creek web page assistance in the near future.
  • Bear Creek Watershed apparel

    T-shirts are available!!! The apparel committee presented the BCWG shirts to the group and they are available for $10 each or any donation larger then the specified cost. We need to give a big thanks to Bea Nevins for her hard work in collecting data and getting the shirts produced. Thanks Bea!

New Business:

  • The BCWG draft paper committee has had some time to meet and discuss the formalities of the paper, so the agenda item will continue to appear as “New Business.”
  • Bear Creek Watershed Assessment action options will be discussed at the upcoming TAC meeting and continued as a agenda item until sufficient options are available.
  • T-shirt sales are described above in “Marketing the Watershed Group”.
  • James is also looking for any possible projects to insert into this project matrix.
  • The Sierra Nevada Conservancy is a new government-funded agency that will start funding projects within the 25 million acres it encompasses throughout 22 counties.

Old Business:

  • Stan contacted a possible speaker from the California Invasive Plants Council. She will be happy to speak to the group in a few months. In the mean time the revised California Invasive Plants Council will be hosting their 14 th annual symposium in Chico , October 6-8, 2005 .
