Members in attendance:

James Moller called the meeting to order at 6:35 PM.

Review Last Months Minutes:

  • The January meeting minutes were approved with no corrections.

Ground Water Surveys – DWR

  • Dan McManus, Fraser Sime and Glen Pearson from the Department of Water Resources (DWR) attended the BCWG meeting to discuss past ground water findings and look for interested participants for future ground water sampling.
  • In 1984 the Eastern Shasta County Ground Water Survey was completed.
  • The DWR currently collects data at numerous wells throughout the county up to 4 times a year.
  • DWR explained the past monitoring and data collection techniques stating that if members were interested they could be trained and collect ground water data that would be placed into the DWR data library and on the web site wdl.water.ca.gov
  • wdl.water.ca.gov is available and shows all data that has been collected for groundwater, water quality and surface water data.
  • Multiple steps have to be made to start well monitoring:
    • The wells need to be identified.
    • Have volunteers in different regions (Dry Creek, Parkville, Lack Creek, Inwood, Shingletown and Ash Creek).
    • Volunteers need to be trained (two BCWG members volunteered at the meeting).
    • Have college students labor/volunteer and they could use the data collection as a thesis, internship or class project.
    • Supervision will come from DWR.
  • A map of existing locations and wells will be produced for the Bear Creek watershed and further discussions will take place at the March 6th Bear Creek meeting. This map will specify different regions in the watershed.
  • Once the group develops a concept for the ground water monitoring Dan McManus-DWR will come to a meeting and start training citizen monitors.

 

Project Coordinator Report:

O      The Bear Creek Watershed Assessment is complete and out to printing.

  • The Recommendation Plan (Management Plan) is in draft 1 and will be discussed at the Bear Creek TAC meeting February 16th at the WSRCD office at 10:00 am.
  • The plan includes
    • 36 major objectives
    • 92 possible projects
  • Public draft of the Recommendation Plan will be available after the TAC’s review.

Watershed Coordinator Report:
The watershed coordinator has been attending meetings while continuing to submit proposals for the Cow and Bear Creek watersheds. The redd survey has been completed and you can get a copy of the report by contacting the Watershed Coordinator.

  • SRWP public outreach and education subcommittee
  • SRWP retreat
  • View potential PIN #900 Cow Creek Projects
  • Tour with CALFED representatives to major projects that the WSRCD is completing

Potential Projects and Funding: 

  • The WSRCD is expecting to receive funding in February for two projects in the Bear Creek watershed: the Shasta Forest Village fuelbreak maintenance and the Shingletown community Fire Safe program.

 

  • The WSRCD annual report is out to print and will be available at the WSRCD office 6270 Parallel Road, Anderson CA, 96007 

Marketing the Watershed Group:

  • BCWG web page
    • The BCWG web page has been updated.  
    • The access statistics for www.bearcreekwatershed.com will be updated for the next meeting. Data collection from the past 4 months is in progress.
  • Bear Creek Watershed Group apparel
    • T-shirt sales are slow.  Members from the group plan on selling them at the upcoming Volcano Days. The t-shirts are available for $10 each or any donation larger then the specified amount.

New Business:

  • BCWG Organizational Agreement

All present members of the BCWG agreed that the organizational agreement was satisfactory with the correction of adding water quality and quantity under goals in letter B.

  • Redd Survey

The final report for the BCWG redd survey has been completed and distributed at the meeting. Copies are available by contacting James the Watershed Coordinator. The next step is to mail the completed report to all participating landowners that signed temporary entry permits so that the group could enter their property and conduct the redd survey.

  • Bear Creek Watershed land developments

Interested members of the BCWG have some concerns with current developments in the watershed. One area of concern is a planned development that would be build on inadequate soil types.  Wendy and McCarthy soils have limited drainage with bedrock between 3 and 5 feet below the surface. Interested citizens have contacted a private hydrologist to participate and produce recommended alternatives existing with the unsatisfactory soil conditions.

The soils said to be in the area of the development are CmD Cohasset Stony Loam and WeD Windy and McCarthy Stony Sandy Loam. CmD has moderate permeability for 0 to 15% slope and severe permeability for 15 to 75% slope, causing limitations to septic tank filter fields. WeD has severe permeability, bed rock is at a depth of 3.5 and 5 feet and 0 to 75% slope for septic tank filter fields.

The development could demonstrate smart growth by allowing open space to remain for watershed health and wildlife corridors. This is information that has not been made available and if it does exist the BCWG would be interested in viewing the plans for smart growth development.

Old Business:

  • The redd survey has been completed and discussed in detail under new business (Final redd survey report)
  • The Shingletown Store will be contacted again and measurements will be taken in order to build a similar display box. The BCWG Information Box will display our current activities and other information for Bear Creek watershed residents.
